Open device manager by searching it from search charm. Now update all the device drivers. Outdated drivers can cause the WEI to stuck. So, update all system drivers and run WEI.

C:\Windows\Performance\WinSAT\DataStore>copy * Saved

C:\Windows\Performance\WinSAT\DataStore>del *

If prompted for: Are you sure (Y/N)? Press Y

C:\Windows\Performance\WinSAT\DataStore> cd \

C:\>winsat formal -v

It takes few minutes to execute Winsat. Once it is completed type exit to leave the Command Prompt.

Now, open Control Panel > System and Maintenance > System or All Control Panel Items > System to check Windows Experience Index base score. You will see the updates base score.
